The word "foyer" is French and means "lobby." The Foyer of the Kantei is situated in the south part of the second floor. It has a well-hole ceiling and the floor is paved with the same black granite as the floor of the Entrance Hall on the third floor. This emphasizes the interior consistency all the way from the Main Entrance.

The Foyer shares the open space of the Inner Court and offers a close view of the bamboo and the stones of the Inner Court. When the second phase of construction, which is currently underway, is completed, the Foyer will look over the lush greenery of a broad South Garden.

Wooden benches and Aji stones, the same as the ones in the Inner Court, line either side and create a relaxed atmosphere. Since the Foyer is on the same floor as the Grand Hall and Small Hall, when a big conference or a reception are held there, the Foyer offers a space where attendees can have preliminary meetings or invited guests can engage in pleasant conversation.

The eight-meter high wall of ink-dyed Japanese paper between the Grand Hall and the Small Hall imparts an elemental Japanese beauty.
