[Provisional Translation]

On Saturday, April 21, Mr. Yoshihiko Noda, Prime Minister of Japan, held a meeting with Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, at the State Guest House for approximately 45 minutes from 3 p.m. An overview of the meeting is as follows:

1. General Issues
   Prime Minister Noda stated that this year marks the 20th anniversary of the reopening of the Japanese Embassy in Cambodia and also stated that he would like to strengthen cooperation on various issues with Cambodia, which will play the important role of the ASEAN chair, based on the traditional friendly relations between the two countries.
   In response, Prime Minister Hun Sen expressed his gratitude for Japan's cooperation to Cambodia since its peace process and stated that he would like to continue cooperation together with Prime Minister Noda for the further development of bilateral relations.
   
   
2. Promotion of Investment
   Prime Minister Noda welcomed the increase in the amount of investment by Japanese enterprises in Cambodia and expressed his expectation that Cambodia would further improve the investment environment which would attract Japanese enterprises. Moreover, Prime Minister Noda expressed his expectation that construction of the Sihanoukville Port Special Economic Zone and development of human resources supported by Japan would contribute to promotion of further investment.
   In response, Prime Minister Hun Sen stated that he would attend the inauguration ceremony of the Sihanoukville Port Special Economic Zone scheduled to be held on May 1, and that investment from Japanese enterprises contributed to improvement of Cambodian people's life. Then, Prime Minister Hun Sen stated that he would like to further increase the investment, and for that purpose he would continue his efforts for improvement of the investment environment.
   
   
3. Economic Cooperation
   Prime Minister Noda stated that he would continue to support further activation of the Southern Economic Corridor (SEC) and the strengthening of connectivity in the entire region and also stated his expectation that support for restoration and reconstruction from the floods which occurred last year and cooperation by way of yen loans would contribute to Cambodian people's efforts to overcome their vulnerability and to the improvement of the basis for development.
   In response, Prime Minister Hun Sen expressed his gratitude to Japan for continuously being the top donor to Cambodia and stated that he highly appreciated the yen loans which had been increasing in recent years.
   
   
4. Cultural/Human Exchanges
   Prime Minister Noda introduced the example that Japan had invited more than 2,000 persons from 2007, which is more than twice as many as targeted, and expressed his intention to continue to accelerate youth exchanges. Moreover, Prime Minister Noda also expressed his expectation that the new image of Cambodia would be widely spread among Japanese people through Mr. Osamu Mukai, the Goodwill Ambassador between Japan and Cambodia, who would visit Cambodia this year.
   In response, Prime Minister Hun Sen stated that he would like to welcome the visit by Goodwill Ambassador Mukai and also stated his expectation that such exchanges would deepen mutual understanding between the two countries.
   
   
5. Cooperation in the International Arena
   
   (1) North Korea
   Prime Minister Noda stated the importance for North Korea to take concrete actions toward denuclearization and for the international society to steadily implement the United Nations Security Council Resolutions in a unified manner. Moreover, with respect to the abduction issue, Prime Minister Noda stated that he would like to cooperate with Cambodia, the ASEAN chair.
   In response, Prime Minister Hun Sen stated that he was concerned with North Korea's actions, which caused security threats.
   
   (2) ASEAN-related Issues
   Prime Minister Noda stated that he would like to further strengthen Japan-ASEAN cooperative relations mainly in such fields as enhancing connectivity, disaster management and youth exchanges. In addition, Prime Minister Noda expressed his expectation that Cambodia would provide leadership as the chair for the success of the East Asia Summit.
   In response, Prime Minister Hun Sen also stated that Japan and Cambodia should coordinate and cooperate more closely for the success of the ASEAN-related meetings.
