Copyright Information

Information Regarding Links and Copyrights for the Official Website of the Prime Minister of Japan and His Cabinet



1.  In principle, users are free to create links to information on “ the Official Website of the Prime Minister of Japan and His Cabinet” (hereinafter referred to as “the website”). However, this does not apply to information contained on the website where restrictions concerning links are denoted.

2.  Users should indicate clearly that the link(s) they create are to “ the Official Website of the Prime Minister of Japan and His Cabinet.” (This does not require prior notification to the Cabinet Secretariat.)

3.  When a link is created, users are requested to ensure that the link to the website does not open as a frame within another website, but opens as a new window.

Use of Content


 The information made available via the website (hereinafter referred to as “Content”) may be freely used by any person in accordance with provisions 1 to 6 detailed below, including reproduction, public transmission and adaptation through translation or other modifications, etc. Commercial use of Content is also permitted.

 Users of the Content are deemed to have agreed to the Terms of Use set forth below.

1. Source citation


 When using the Content please cite the source. The method for citing sources is detailed below.

When using Content that has been edited or reconfigured, please state that the source material has been edited or reconfigured, in addition to citing the original source. It is prohibited to make public or use edited or reconfigured information in a manner that may be misconstrued as having been compiled by the Government of Japan or its ministries and agencies.

2. No infringement of third party rights


 There are cases in which Content may include copyrighted or other rights-protected materials of third parties (third parties here refers to a party other than the state; the same applies hereafter). With regard to Content that is covered by third party copyright or other third party rights (e.g. image rights, publicity rights, etc.), it is the responsibility of the user to acquire permission from the third party to use rights-protected materials, excepting Content where it is expressly stated that no rights issues apply.


 Although some rights-protected Content is directly or indirectly stated or indicated through source citations on the website, there is also some rights-protected Content where the rights holder may not be clearly specified or displayed. When using Content from the website, it is the responsibility of the user to confirm whether Content is protected.


 There are cases where although Content may be protected by third party copyright, etc., it is still possible to use said Content without the permission of the rights holder, etc. Such methods include the use of quotation, which is permitted under the Copyright Act of Japan.

3. Prohibited use 
    The following use of Content is prohibited.

    a) Use that contravenes laws, ordinances or public order and/or the standards of decency.
    b) Use that represents a threat to the safety of the state and/or the public.

4. Governing law and agreement on court jurisdiction
    a) These Terms of Use shall be governed by and interpreted pursuant to the laws of Japan.
    b) In the event that dispute arises relating to the use of Content protected under these Terms of Use, or about the Terms of Use themselves, the user agrees that the exclusive court of first instance shall be the district court with jurisdiction over the location of the organization that has published the Content or Terms of Use that are in dispute.

5. Disclaimer

    a) The state shall bear absolutely no responsibility for any action taken by the user that involves the use of Content (including use of information based on edited or reconfigured Content).
    b) Content may be modified, moved or deleted without prior notice.

6. Other matters

    a) These Terms of Use do not limit use of quotations, etc., which are already permitted under the stipulations of the Copyright Act of Japan.
    b) These Terms of Use were formulated on September 30, 2014. The Terms of Use are based on the Government of Japan Standard Terms and Conditions (Version 1.0) and the Terms of Use detailed on the website of the Cabinet Secretariat. These Terms of Use may be modified in the future. These Terms of Use shall be considered for revision in fiscal 2015.




1.  The Cabinet Secretariat takes every possible care to ensure the accuracy of information contained in this website. However, the Cabinet Secretariat shall not assume responsibility for any consequences whatsoever that may result from decisions or actions taken by users based on the information on this website.

2.  The Cabinet Secretariat is not responsible to users for any damages arising from a temporary cessation of service due to maintenance of the website or a force majeure such as fire, power outage or other natural disasters, virus, or interference by a third party.

3.  Information on the website may be changed or deleted without prior notice.
