The Ministry of Public Management, Home Affairs,
Posts and Telecommunications was created by the integration
of the Management and Coordination Agency, the Ministry
of Home Affairs, and the Ministry of Posts and Telecommunications,
following the reorganization of central government
ministries and agencies in January 2001.
The Management and Coordination Agency was established
in 1984 by partially restructuring the jurisdictions
of the Prime Minister's Office and the Administrative
Management Agency, which was established in 1948 with
the consolidation of the Administration and Survey
Department and the Central Administration Inspection
Commission.
The Ministry of Home Affairs originated in the Local
Finance Commission established in 1948 following the
disintegration of the Ministry of the Interior. The
Ministry of Home Affairs was established in 1960 and
had been promoting the decentralization.
The forerunner of the Ministry of Posts and Telecommunications
is the Ministry of Postal Services and Communications
established in 1885.
The Ministry changed its name to Ministry of Transport
and Communications during World War II, but restored
its former name of Ministry of Postal Services and
Communications in 1946 and then the Ministry of Posts
and Telecommunications was established in 1949. In
recent years, the Ministry had put forth efforts not
only in the field of postal services, but also in
the field of public administration concerning telecommunications,
as demonstrated by the new establishment of the Telecommunications
Policy Bureau.
The Ministry of Public Management, Home Affairs, Posts
and Telecommunications handles the administrative
work of administrative management, local autonomy,
information-communications and postal services, as
its pillars.
