Japan-Viet Nam Summit Meeting

On Saturday, April 21, Mr. Yoshihiko Noda, Prime Minister of Japan, held a meeting with H.E. Mr. Nguyen Tan Dung, Prime Minister of the Socialist Republic of Viet Nam, at the State Guest House for approximately 45 minutes from 4:20 p.m. An overview of the meeting is as follows. (Attending on the Vietnamese side were Mr. Vu Duc Dam, Director of the Government Office, and Mr. Nguyen Minh Quang, Minister of Natural Resources and Environment, among others. Attending on the Japanese side were Mr. Takeshi Maeda, Minister of Land, Infrastructure, Transport, and Tourism, Mr. Tsuyoshi Saito, Deputy Chief Cabinet Secretary, Mr. Hiroyuki Nagahama, Deputy Chief Cabinet Secretary, and Mr. Akihisa Nagashima, Special Advisor to the Prime Minister, among others.)
- Opening Remarks
Prime Minister Noda expressed his gratitude to Prime Minister Dung for his cooperation in the Meeting between the Heads of the Governments of Japan and Mekong Region Countries held in the morning. In response, Prime Minister Dung stated that the Meeting between the Heads of the Governments of Japan and Mekong Region Countries was a great success and that he appreciated the careful preparations by Japan, the host nation of the meeting.
- Bilateral Relations
(1) General Issues
Both leaders shared views on their wish to implement active exchanges by government officials including defense exchanges between the two countries and Prime Minister Noda stated that as the year 2013 is the "Japan-Viet Nam Friendship Year", the Japanese side had already set up a committee to discuss specific projects.
(2) Economic Cooperation
Prime Minister Noda stated that economic cooperation to Viet Nam in fiscal year 2011 amounted to approximately 300 billion yen, the largest-ever amount. In response, Prime Minister Dung expressed his gratitude for the largest-ever support in spite of the Great East Japan Earthquake. Prime Minister Dung also stated that support from Japan had been very effectively utilized and had greatly contributed to development of the economy and society of Viet Nam and expressed his wish that Japan would continue its cooperation focused mainly on cases related to infrastructure improvement.
(3) Economic Relations
Prime Minister Noda stated that Japan is the top country for investment to Viet Nam and requested Viet Nam's continued support for investment from Japan. In response, Prime Minister Dung welcomed investment from Japan and stated that he would take the utmost care so that the investment from Japan can be smoothly implemented. Moreover, both leaders confirmed the development of cooperation for nuclear power plant construction and rare earth development and welcomed the signing and exchange of notes for Japan's acceptance of candidates for nurses and certified careworkers from Viet Nam.
- Regional/International Situations
Both leaders exchanged opinions on North Korea and the South China Sea issues based on the discussion in the Meeting between the Heads of the Governments of Japan and Mekong Region Countries held in the morning the same day.
