On November 12, Prime Minister Yoshihiko Noda, on a visit to Honolulu for the APEC Summit Meeting, held a meeting with President of Russia Dmitry Medvedev, from 1:15 p.m. (local time) for around 30 minutes.

1. Overall Japan-Russia Relations
   
   Prime Minister Noda stated that in the midst of the continuing great change that is occurring in the security environment of the Asia-Pacific region, he hoped to forward foreign and security policy that could meet the needs of the times, and that from that perspective, he valued Japan’s relationship with Russia. He said that he hoped to expand cooperative relations in every field, including energy and modernization, with the aim of constructing a truly friendly relationship.
   
   President Medvedev welcomed the development of governmental talks between Japan and Russia, saying that he wanted to utilize a variety of channels for this, including dialogue at the Foreign Ministers’ level and parliamentary exchanges. In addition, he said that he was satisfied regarding the expansion of Japan-Russia economic and trade relations to the highest level in recent years.
   
   
2. Territorial issues
   
   Prime Minister Noda pointed out that there was a need to solve territorial issues between the two countries and sign a peace treaty, and that this treaty needed to be based on agreements already reached by Japan and Russia in negotiations. Both leaders reconfirmed the necessity of solving this issue, expressed their respect toward each other, and agreed to continue discussions.
   
   
3. Japan-Russia Cooperation
   
   (1) Economic cooperation
   President Medvedev brought up a few concrete examples of cooperation, stated that he valued energy cooperation between Japan and Russia, and concluded that he hoped to further such cooperation. Prime Minister Noda said that he wanted to forward cooperation in the energy field moving forward, in such a manner that benefited both countries economically.
   
   (2) APEC Russia 2012 in Vladivostok
   Prime Minister Noda stated that Japan was prepared to assist Russia toward the success of APEC Russia 2012 in Vladivostok.
   
   (3) Security
   President Medvedev said that he hoped to strengthen cooperation with Japan in the field of security in the Asia-Pacific region. Both leaders agreed to forward discussion on cooperation in the security field and promote dialogue between their Defense agencies.
   
   (4) Russian modernization
   Prime Minister Noda expressed his support for Russian modernization initiatives, pointing out the importance of strengthening the rule of law, the independence of the judiciary, anti-corruption policies, and so on.
   
   
4. Political dialogue
   
   President Medvedev invited Prime Minister Noda to Russia. Prime Minister Noda expressed his gratitude for this while stating that he wanted to consider it.
   
   
5. Other topics
   
   President Medvedev said that he was praying for the quick recovery of His Imperial Majesty the Emperor of Japan.
