Headquarters for Administrative Reform Implementation

Prime Minister Yoshihiko Noda held the sixth meeting of the Headquarters for Administrative Reform Implementation at the Prime Minister's Office.
Discussion took place on issues such as the review of administrative programs, review of the salaries of the officers and employees of independent administrative agencies, and reviews of the purchase of periodicals.
The Prime Minister said in his opening address, "Today, there was a plenary session of the House of Councillors, and discussion took place on the bills related to the comprehensive reform of social security and taxation systems. Administrative reform is the prioritized issue that must be achieved together with this comprehensive reform. Not that either one of the issue should be achieved first, but both should be tackled simultaneously and comprehensively.
Administrative reform is a theme that we have been addressing earnestly, since we took over the government in 2009. Since the inauguration of this Headquarters for Administrative Reform Implementation this January, our achievements include the reduction of remunerations for national public servants, the promotion of the reforms of independent administrative agencies, and reforms of the special account system. In addition, this headquarters took initiative in the curbing of recruitment and the review of the salaries of the officers and employees of independent administrative agencies and other organizations, and I believe that we have been steadily putting the reform forward.
Last month, the process of the review of administrative programs had been disclosed. Based on the result of the process disclosure, I would like to ask each ministry to review and improve the programs in a proactive and autonomous manner, and to reflect the results thoroughly in the budget requests, under the leadership of each minister."
