Prime Minister Yoshihiko Noda held the fifth meeting of the Council on National Strategy and Policy at the Prime Minister's Office.

Discussion took place on the social frontier (reviving a large middle class) and the Basic Strategy for Revitalizing Japan (final draft), and a decision was made to establish the Frontier Subcommittee.

Based on the discussion, the Prime Minister said, "It is certain that the rejuvenation of the economy will be essential for the revival of a large middle class. First, in supporting the employment and education of young people, I would like to once again ask the ministers concerned to compile a strategy by the middle of next year through forums of dialogue with the Government, the business community, and labor organizations.
With regard to the employment of the elderly and the employment structure of irregular workers, I would like an agreement to be reached with the cooperation of workers and employers and a strategy to be compiled by the end of the year.
With regard to the Basic Strategy for Revitalizing Japan, I would like Mr. Motohisa Furukawa, Minister for National Policy, to proceed with the work for finalizing the strategy based on today's discussion and to give a report at the next meeting.
In addition, for restoring Japan which has hope and pride and in working toward revitalizing Japan, it is necessary to present a mid- to long-term vision for Japan and to present a new frontier which will pave the way for the realization of this vision.
Therefore, in order for the Noda Cabinet to establish a mid- to long-term vision, the Frontier Subcommittee will be established under the Council on National Strategy and Policy, and I have asked Dr. Takashi Onishi, Professor at the School of Engineering, the University of Tokyo, to serve as the Chair of the Subcommittee. Furthermore, I have asked Dr. Toshio Nagahisa, Executive Director of the PHP Research Institute, to serve as the Secretary-General to support the Chair. After the members of the Subcommittee are selected, I ask that the deliberations are commenced swiftly."
