Prime Minister Yoshihiko Noda held the fourth meeting of the Council on National Strategy and Policy at the Prime Minister's Office.
Discussion took place on the draft outline of the Basic Principles of the Budget Formulation and economic and social frontiers.
Based on the discussion, the Prime Minister said, "Today, we discussed the draft outline with regard to the Basic Principles of the Budget Formulation. In view of today's discussion, among other considerations, I would like the draft outline to be considered and finalized at the Ministerial Committee on the Formulation of the Budget.
Discussion also took place on expanding the supply of 'growth money' (money to finance economic growth). Based on the discussion, I would like to make three remarks.
First, I would like the public and private sectors to work together to take concrete steps to swiftly compose funds for agriculture, forestry, and fishery industries and funds for infrastructure, as well as to expand the investment opportunities of the Innovation Network Corporation of Japan (INCJ), among other measures.
Second, I would like a council of relevant ministers to be established, led by Mr. Motohisa Furukawa, Minister for National Policy, which will serve as a forum for maximizing policy effectiveness while ensuring consistency across the Government regarding the expansion of growth money supply.
Third, I would like further consideration to be made on expanding the supply of growth money from the private sector while further enhancing Japan's financing directed at Asia and increasing the presence of Japanese financial institutions as well as improving the functions of the Japanese financial market.
With regard to securing and fostering human resources, it is essential that Japan acquires superior human resources from abroad as the competition for human resources intensifies among developed countries. As the first step, I would like to ask the relevant ministries and agencies to coordinate on the point system by the end of the year for realizing its swift introduction.
The Japanese asset which we can be proud of is our human resources. Under Minister Furukawa, I would like further consideration to be made on fostering human resources who will be successful globally."
