Meeting of the Ministerial Committee on the Global Warming Issue
Tuesday, November 29, 2011
Prime Minister Yoshihiko Noda held the 11th meeting of the Ministerial Committee on the Global Warming Issue at the Diet building.
Discussion took place on Japan's plan for the 17th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP17).
Based on the discussion, the Prime Minister said, "At today's meeting of the Ministerial Committee, basic ideas were approved with regard to Japan's participation in COP17 to be held in Durban, South Africa. The fight against global warming is a major challenge that concerns the future of humankind and requires the urgent development of a fair and effective legal framework that will allow the world to join together in collective action.
Also, with respect to Japan's contribution to the international community, it is first imperative that we fully achieve our 6% goal during the first commitment period of the Kyoto Protocol. I ask that the ministries implement all possible measures toward the achievement of this goal.
Furthermore, at the recent East Asia Summit, I proposed the East Asia Low-Carbon Growth Partnership concept. At COP17, Japan will propose Japan's Vision and Actions toward Low-Carbon Growth and a Climate-Resilient World, which includes the East Asia Low-Carbon Growth Partnership concept, and advocate a shift to a low-carbon society.
Based on today's discussion of the Ministerial Committee, I ask that the Japanese delegation stress Japan's consistent position to strive to develop a legal framework and make efforts to ensure that the international community takes one step or two steps forward in countering global warming."
