Prime Minister Yoshihiko Noda held the 21st meeting of the Government Revitalization Unit at the Prime Minister's Office.

Discussion took place on the review of administrative programs (the review of programs by each ministry and agency), the upcoming round of review, and other matters.

Based on the discussion, the Prime Minister said, "For the upcoming round of review, we have decided on three policies: to target major expenditure items rather than individual projects, to probe into the issue of policy and institutional design, and making the process of reform, the focus and the direction of consideration, transparent to the people.
In this line of thinking, I thought what we have hitherto been calling the "review of government programs" must instead be called the "proposal-based policy review" from this round of review. From now on, adopting this new name, I would like you to promote further review.
In light of the reconstruction from the Great East Japan Earthquake and severe financial situation, we need to do our utmost in reviewing all expenditure items. To this end, while using the scheme of the "proposal-based policy review" just mentioned, I would like to promote reforms through robust discussion that does not stop at just eliminating waste but includes constructive, future-oriented proposals."
