Prime Minister Yoshihiko Noda held a meeting of the Central Disaster Prevention Council at the Prime Minister's Office.

At the meeting there was a report from an expert panel on earthquake and tsunami countermeasures.

The Prime Minister said in his opening address, "In light of the Great East Japan Earthquake, our future challenge is to enhance disaster countermeasures envisaging disasters of a scale beyond previous expectations.
The Expert Panel on Earthquake and Tsunami Countermeasures in Light of the Lessons Learned from the 2011 Tohoku-Pacific Ocean Earthquake, which had been inaugurated this April, compiled a final report on September 28 concerning the overall revision of earthquake and tsunami countermeasures.
Based on this report and its content, with the Minister of State for Disaster Management taking the lead, I would like to steadily build up disaster countermeasures that can withstand disasters of a magnitude exceeding previous expectations."
