Prime Minister Yoshihiko Noda held the ninth meeting of the Headquarters for the Reconstruction from the Great East Japan Earthquake at the Prime Minister's Office.

Discussion took place on the third supplementary budget, securing financial resources for reconstruction, and reconstruction-related budget, among other matters.

Based on the discussion, the Prime Minister said, "So far, recovery efforts have been undertaken using the first supplementary budget, the second supplementary budget, the Reserve Budget, and other financial resources. Moving forward, initiatives for full-fledged reconstruction must get underway as quickly as possible.
After the Basic Policy on Reconstruction was compiled in July, intense discussions have taken place among the Government and ruling party regarding the materialization of this Basic Policy. And today, at this ninth meeting of the Headquarters for the Reconstruction, a report was presented first on the third supplementary budget, followed by reports on the basic policy regarding its financial resources as well as on relevant measures concerning the Reconstruction Agency, reconstruction grants, and special zones for reconstruction.
On that basis, the outline of the taxation measures to finance the reconstruction has been approved. In light of these policies, I would like to formulate and submit to the Diet, at the earliest possible date, relevant draft legislations, including those for the third supplementary budget and financial resources as well as those for the Reconstruction Agency and special zones for reconstruction."
