Prime Minister Shinzo Abe held the seventh meeting of the Council for Science and Technology Policy in 2013 (113th in total) at the Prime Minister's Office.

During the meeting, discussion was held on the policy for the allocation of budgets and other resources related to science and technology in FY2014 (draft), the evaluation for the R&D projects of national importance (draft), and the basic concept of the revision of the new low-carbon technology plan.

Based on the discussion, the Prime Minister said,

"Today, we have decided on the Policy for the Allocation of Resources pertaining to the science and technology budget for FY2014. Usually, we receive tough demands from the Council members. But today, we also received words of praise. Fully taking this to heart, we would like to take forward steps based on this policy. Regarding this, I would like to note three points. 
Firstly, I would like to ask the ministries to make budget requests in line with this policy. The Council for Science and Technology Policy shall, as a control tower for science and technology innovation policies, review the ministries' requests and identify measures which should be eligible for budget prioritization.
Secondly, based on this policy, under the leadership of Minister Yamamoto, I would like the Council to swiftly proceed with the work of realizing the Strategic Innovation Creation Program, including the specification of relevant issues and promotion system, and the securing of funding and personnel. I would like to ask relevant ministers to lend their cooperation to Minister Yamamoto. 
Lastly, in order to make the New Low-carbon Technology Plan a plan through which Japan may showcase its technologies to the world, I would like to ask Minister Yamamoto to lead earnest efforts, with the cooperation of relevant ministers, to advance the Plan's formulation work."
