Prime Minister Shinzo Abe held the first meeting of the Headquarters to Promote Civil Service Reform in 2013 (11th in total) at the Prime Minister's Office.

During the meeting, the civil service reform of the future was discussed and decided.

Following the day's decision, the Prime Minister said in his address,

"Today, 'Civil Service Reform of the Future' was approved.
I recognize that creating a new civil service system whereby civil servants are able to take proactive action for the country and for the people, with a sense of mission and pride as professionals in administrative affairs under true political leadership, is an urgent task.
Therefore, under the reform on this occasion, we will promote a unified management of senior officials, which has been a challenge since the first Abe Cabinet, as well as the establishment of the Cabinet National Personnel Bureau which will be equipped with the necessary functions, among other initiatives. On this basis, we will push for the implementation of measures that will heighten the motivation of personnel and increase the attractiveness of civil service to young people and women.
Moving forward, in accordance with this policy, I would like swift and careful reviews to be undertaken under the leadership of Minister Inada, with a view to establishing the Cabinet National Personnel Bureau in the spring of next year.
I would also like to ask all ministers and the President of the National Personnel Authority for their maximum cooperation. Thank you for your support."
