Prime Minister Shinzo Abe attended the third meeting of the Information Security Policy Council in 2013 (34th in total) at the Prime Minister's Office.
During the meeting, discussion took place on the Cyber Security Strategy (draft) (draft public comments) and the establishment of Cyber Security 2013, among other matters.
The Prime Minister said in his opening address,
"Good morning, everyone. I will endeavor to realize a society in which each and every person will be able to experience the benefits of IT as 'the world's most advanced IT nation.' Such a society must be 'powerful' and 'dynamic' as well as 'safe' and 'secure.'
Nowadays, 'cyber attacks' are a facet of reality. In addition to the nation and key infrastructure, the people at large are now exposed to this threat. Amid expectations that this threat will become more serious going forward, I recognize that it must be addressed swiftly and robustly from the perspectives of 'national security' and 'crisis management' of course, as well as for 'the stability of peoples' lives' and 'economic development.'
I had asked everyone to establish guidelines for these initiatives. I would like to express my profound gratitude to the Council for working to compile today the Cyber Security Strategy to 'develop a world-leading tough and vibrant cyber space.'
Moving forward, the Cabinet will work as one to promote specific initiatives and aim to develop a 'safe cyber space' suited to 'the world's most advanced IT nation.'"
