REPORTER: In your press conference this morning, you used the word "understanding," noting that the Government will provide thorough explanations with a view to gaining understanding. When you say "understanding," are you actually seeking understanding about the restarting of operations, or about the stance the Government is taking in procedures towards restarting operations?

CHIEF CABINET SECRETARY FUJIMURA: First of all it is the case that the operations of nuclear power stations have been suspended for regular inspections and there is no legal requirement to obtain documents such as a certificate of consent to restart operations. Therefore, as you have just mentioned it is certainly the case that the Government is seeking understanding for its stance by providing thorough and clear explanations concerning the scientific and technical and safety aspects leading to restarting of operations, and also providing explanations that seek to bring peace of mind to residents.

REPORTER: I have another question concerning the restarting of operations at the nuclear power stations. Since his inauguration, Prime Minister Noda has strongly emphasized the necessity of restarting nuclear power stations. However, seven months on from the start of the administration, opinions against restarting the power stations would seem to be gaining considerable momentum. Do you have the impression that the Prime Minister's recognition of this issue has changed?

CHIEF CABINET SECRETARY FUJIMURA: No, I do not have any such impression. There may be those who consider that the Prime Minister is taking a proactive stance with regard to the restarting of operations, but I believe he has consistently made neutral statements on this issue.

REPORTER: With regard to the nuclear power stations, the Unit 3 reactor of Tomari Nuclear Power Station is scheduled to be shut down for regular inspections in May, meaning that all nuclear power stations around the country will be suspended. In terms of the timing of coming to a judgment regarding the restarting of operations at nuclear power stations and gaining the understanding of local residents, do you consider the suspension of operations at Tomari Nuclear Power Station to be one date to aim for?

CHIEF CABINET SECRETARY FUJIMURA: I believe that the reactor at Tomari Nuclear Power Station is to be suspended on May 5. There is no aim or target with regard to the judgment on restarting operations. As I have stated on frequent occasions to date, a final decision of the restarting of operations at each power station will be made after all due processes have been completed.
