The Labour Relations Commission for Seafarers is an agency
in charge of handling labor-management issues of seafarers
(workers on a ship and vessel), as well as improvement of
the labor environment, enhancement of welfare, and job security
and protection. Conflicts between employees and employers
are preferably solved by themselves, but in cases when employees
and employers cannot reach an independent solution, the
Commission assists to solve the issue by providing conciliation,
mediation and arbitration services.
In cases when employers carry out unfair labor practices
under the pretext of employees' engagement in labor union
activities, the Commission has the power to examine the
facts upon receiving a relief petition and to issue a relief
order if deemed reasonable. The Commission provides conciliation
services not only for the conflicts between employers and
labor unions, but also for various labor issues that arise
between individual seafarers and shipowners, such as dismissal
and personnel relocation.
