The predecessor of the Ministry of Agriculture,
Forestry and Fisheries is the Ministry of Agriculture
and Commerce established in 1881. In 1925, the Ministry
of Agriculture and Commerce was split into two ministries,
and the Ministry of Agriculture and Forestry became
independent. The Ministry was organized into five bureaus:
Minister's Secretariat, Agricultural Affairs Bureau,
Forestry Bureau, Fisheries Bureau and Livestock Bureau,
and served to support the primary industries of agriculture,
forestry and fisheries.
During World War II, the Ministry was integrated into
the Ministry of Agriculture and Commerce for a while,
but it became again the Ministry of Agriculture and
Forestry in 1945 which was organized into eleven bureaus,
with ten internal bureaus and one external bureau: the
Food Management Bureau and worked for improving the
post-war of supply food. Afterward, the Forestry Agency,
Fisheries Agency and Food Agency were established as
a result of reorganization pursuant to the Law to Establish
the Ministry of Agriculture and Forestry of 1949, and
the Ministry was reorganized into six internal bureaus
and three external bureaus. The Ministry was renamed
the Ministry of Agriculture, Forestry and Fisheries
in 1978.
Following the reorganization of central government ministries
and agencies in January 2001, under the principles of
the Basic Law on Food, Agriculture and Rural Areas,
the Ministry was reorganized into five internal bureaus
and three external bureaus. The five internal bureaus
were the Minister's Secretariat, General Food Policy
Bureau, Agricultural Production Bureau, Management Improvement
Bureau and Rural Development Bureau, and the three external
bureaus were the Food Agency, Forestry Agency and Fisheries
Agency. Afterward, the Ministry was further reorganized
into six internal bureaus and two external bureaus@:
the Forestry Agency and Fisheries Agency, in July 2003.
Food Safety and Consumer Affairs Bureau was established
in order to strengthen food safety policy with attaching
importance to consumers' viewpoint, while Food Agency
was abolished. The Ministry is responsible for food
policy, agriculture, forestry and fisheries policies
and others related to farmland, agricultural and fishing
villages. |
