The Cabinet system organized by Prime Minister and
the Ministers was adopted in 1885 in the replacement
of the Dajokan (Grand Council of State) system,
which had been in place until then.
The reference to the Cabinet Secretariat as the supplementary
department and bureau of the Cabinet goes back to
1924 when the Cabinet Office-Affiliated Departments
and Bureaus and Personnel System was established.
At the time, its primary role was to be in charge
of matters concerning the promulgation of Imperial
edicts, Imperial rescript, laws and orders, etc. The
Cabinet Law went into force in 1947 with the enforcement
of the new Constitution, thereby establishing the
current Cabinet system. Under the Cabinet system,
the tripartite separation of powers was clarified
and established the Cabinet as the primary administrative
power under the framework of the parliamentary Cabinet
system. The Cabinet Secretariat provides direct support
to the Cabinet.
