1987 Graduated from Faculty of Law, Sophia University, and became a trainee of the Matsushita Institute of Government and Management
1991 Elected to the Fukushima Prefectural Assembly
1993 Elected to the House of Representatives for the first time as an independent for the former Fukushima Prefecture 2nd District (40th General Election)
1993 Joined the New Party Sakigake, sympathizing with the party's political ideal and policy
1996 Took part in the foundation of the Democratic Party of Japan (DPJ)

 

Presently in his sixth term as the member of the House of Representatives
Served in the House as Chairman of the Committee on Financial Affairs, Senior Director of Committee on Foreign Affairs, Senior Director of Committee on Budget, Chairman of Special Committee on Children and Youth Affairs, Senior Director of Committee on Rules and Administration, etc.
Served in the DPJ as the Next Minister of Internal Affairs and Communications, Chair of Election Campaign Committee, Deputy Secretary General, Chairman of Decentralization Research Committee, Chairman of Regional Sovereignty and Regulatory Reform Research Committee, etc.
