On November 12, Prime Minister Yoshihiko Noda, who is visiting Honolulu for the APEC Summit Meeting, held a meeting with Mr. Ollanta Humala, President of Peru from 3:30 p.m. to 3:55 p.m. (local time). The overview of the meeting is as follows.

1. Opening Statements
   
   (1) Prime Minister Noda stated that, he would like to express his gratitude for the warm support received from Peru, including from the President himself, and that moving forward from the Great East Japan Earthquake, Japan will be implementing all-out initiatives for 'reconstruction open to the world' with foreign countries, including Peru. Prime Minister Noda also said that Japan’s relationship with Peru has been growing ever closer in recent years and that he hopes to continue to develop and further deepen the relationship between the two countries under administration of President Humala.
   
   (2) President Humala shared that he felt love for Japan as a graduate of a school for those of Japanese descent, that he had visited Hiroshima in the past, and that he wanted to further develop friendly relations with Japan.
   
   
2. Bilateral relations
   
   (1) President Humala expressed his expectation that Japan would quickly complete procedures for the Japan-Peru Economic Partnership Agreement (EPA). In response, Prime Minister Noda said that the Japan-Peru EPA is symbolic of the good relationship between the two countries, that Japan should approve this Agreement during the extraordinary session of the Diet that is currently being held, and that he wants to work to bring this Agreement into effect soon.
   
   (2) President Humala raised the issues of the exchange of students, expectations for technical cooperation from Japan, and support for Peruvians of Japanese descent working in Japan.
   
   (3) Prime Minister Noda said that the securing of stable economic growth is indispensible for the realization of the sustainable reduction of poverty, and in order to support Peru for this, based on Peru’s requests, Japan has decided to provide yen loans for two projects targeting the impoverished. Prime Minister Noda also said that he expects that these yen loans will contribute to the work for social inclusion that President Humala has prioritized. President Humala expressed his gratitude for this.
   
   (4) Prime Minister Noda communicated that the Japanese Government had decided to enter into consultations toward participation in the Trans-Pacific Partnership (TPP) negotiations with relevant countries. In response, President Humala said that Peru wanted to cooperate with Japan in discussions.
   
   (5) At the end of the meeting, President Humala invited Prime Minister Noda to visit Peru. Prime Minister Noda said that he hoped to welcome President Humala to Japan as well.
