Prime Minister Yoshihiko Noda held the 12th meeting of the Ministerial Committee on the Global Warming Issue at the Prime Minister's Office.

Discussion took place on Japan's plan for the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP18).

Based on the discussion, the Prime Minister said,

"In order to prevent global warming, it is an urgent issue to develop a fair and effective legal framework that will allow all of the countries to take part.
Therefore, it becomes important to make clear the message that the preparations for the negotiations towards the agreement of the new legal framework after 2020 have been completed. Aiming for this, we should go into the negotiations with utmost effort.
At the same time, it is important for Japan to proceed securely with its international contribution despite its severe economic condition. Japan has already fulfilled the promise it made in December 2009 to "provide the aid of 15 billion dollars in total from both public and private sectors to developing countries in the period of three years until 2012," by offering approximately 17.4 billion dollars as of the end of this October.
Further, I believe we must carry forward our efforts to link the advanced low-carbon technology of our country to the low-carbon growth throughout the world, through measures including the Bilateral Offset Credit Mechanism.
I would like to ask for the effort of the Japanese delegation to securely convey the forward-looking actions of Japan to the rest of the world, while also pushing the international discussion forward, based on the discussion today."
