Headquarters for Administrative Reform Implementation

Prime Minister Yoshihiko Noda held the ninth meeting of the Headquarters for Administrative Reform Implementation at the Prime Minister's Office.
Discussion took place on the review of the organization of the Urban Renaissance Agency, salary levels of the officers and employees of special public corporations, etc. and independent administrative agencies, state of the reflection of the results of the review of administrative programs in the FY2013 budget requests and other matters, and the fixed number of national public servants.
The Prime Minister said in his opening address, "This marks the ninth meeting of this Headquarters for Administrative Reform Implementation since its inauguration in January. We have been tackling various issues including the reduction of remunerations for national public servants, the reforms of the special account system and the reforms of independent administrative agencies, and have achieved results.
As for the reflection of the review of administrative programs into the budget requests, which I have asked for in the previous meeting, I find that certain achievements are being made by the review of projects with the effort of ministers, as shown in the amount of about 450 billion yen reported today. However, I would like for further checks to be made by the Government Revitalization Unit.
Regarding the fixed number of national public servants, it is necessary to make efforts to securely realize the net reduction of numbers by thoroughly reviewing the scope of their work.
In addition, regarding the review of the organization of the Urban Renaissance Agency, I would like to further promote reform based on the specific plans for reform shown in the report by the committee.
To unceasingly eliminate wasteful administrative activities and implement administrative reform without considering any areas to be off-limits is the important issue for the administration."
