Headquarters for the Promotion of Child and Youth Support

Prime Minister Yoshihiko Noda held the fourth meeting of the Headquarters for the Promotion of Child and Youth Support at the Diet building, and decided on the (Second) Basic Plan on Measures to Ensure Youth's Safe and Secure Internet Use.
Based on the discussion, the Prime Minister said, "Various measures to promote the sound growth of children and to foster zest for living are covered in the Child and Youth Vision compiled in July 2010.
On the other hand, the Internet environment and the functions of mobile phones are progressing rapidly, and the environment surrounding youths is changing dramatically.
The Child and Youth Vision should go through constant review so as to respond quickly to changes. Therefore, I especially wish for the following two points.
First is creating an assuring Internet environment for youths. The ability of children to absorb new technology is beyond the imagination of adults. The number of elementary school and junior high school students possessing mobile phones and smart phones is increasing. Lapses are impermissible in the approaches of the entire society to protect youths from harmful information. Following this revision of the basic plan, I expect that systems such as filtering will be further developed.
Second is the recheck and upgrading of the measures to support children and youths. People at the site have been holding discussions for about a year in the meeting of experts, which also includes youths. Taking the improvement suggestions and opinions from the meeting seriously, I would like each minister to once again review whether the projects are being implemented effectively."
