Prime Minister Yoshihiko Noda held the sixth meeting of the Council on National Strategy and Policy for 2012 at the Prime Minister's Office.

Discussion took place on the energy and environment strategy, mid- and small-sized enterprises policy, tourism policy, and the policy for promoting foreign investment into Japan.

Based on the discussion, the Prime Minister said, "I would like to give instructions on four points.
First, the creation of a leading industry to support Japan is necessary, by using green innovation as a trigger. For this, the government should unite its efforts to take measures such as the introduction and diffusion of renewable energy and the revision of the regulative system for promoting energy conservation. Further, the government should also commit itself to strategic projects such as securing a worldwide market for Japan's rechargeable batteries, and introducing and diffusing maritime renewable energy.
Second, the revitalization of mid- and small-sized enterprises that are under a severe business environment is essential for the rebirth of Japan. Therefore, mid- and small-sized enterprises policy should hold a secure position in the Strategy for the Rebirth of Japan, so as to resolve, with attention to detail, the bottlenecks for smaller companies and to realize secure growth.
Third, in order to rebound from the decrease in the number of foreign tourists visiting Japan, which dropped after the Great East Japan Earthquake, and to achieve the goal of attracting 25 million visitors, measures such as the promotion of new LCC entries on the premise of ensuring safety or the facilitation of obtaining tourist visas to Japan should be further improved, by obtaining the cooperation of relevant ministers.
Fourth, in order to securely achieve the goal of doubling the amount of foreign investment into Japan, a specific roadmap therefore should be clarified. At the same time, measures such as the thorough provision of one-stop service, the implementation of a bold international campaign, and the improvement of the living environment for foreigners working in Japan should be taken to publicize throughout the world the attitude of the national government to welcome foreign investment into Japan.
Finally, I would like the relevant ministers to move yet another step forward to take necessary measures, for the compilation of the Strategy for the Rebirth of Japan in the near future, with Minister Furukawa taking the lead."
