The Prime Minister Attends a Meeting of the Budget Committee of the House of Councillors and Plenary Sessions of the House of Councillors and the House of Representatives

Prime Minister Yoshihiko Noda attended a meeting of the Budget Committee of the House of Councillors and plenary sessions of the House of Councillors and the House of Representatives.
At the meeting of the Budget Committee of the House of Councillors attended by all ministers, the Prime Minister answered closing questions from Committee members on the comprehensive FY2012 budget. The budget was then voted on and rejected. Then, at the plenary session of the House of Councillors, the comprehensive FY2012 budget was voted on and rejected.
Due to the differing decisions between the House of Representatives and the House of Councillors, a joint committee of both Houses was convened. However, no agreement was reached at the joint committee. The second paragraph of Article 60 of the Constitution stipulates that decisions of the House of Representatives take precedence. Accordingly, the Speaker of the House of Representatives declared during its plenary session that the decision of the House of Representatives shall be the decision of the Diet, thereby passing the comprehensive FY2012 budget.
