Prime Minister Yoshihiko Noda visited and observed the "proposal-based policy review" being carried out in Tokyo.

The "proposal-based policy review" targets major expenditure items and is intended to probe into the issue of policy and institutional design as well as clarify the focus and direction of considerations for the promotion of reforms.

The Prime Minister commented, "I named this process 'proposal-based policy review' with the intention of probing deep into the matters of policy and institutional design and considering a direction for the future, beyond just the elimination of waste.
The greatest binding power of this review comes from the fact that discussions are taking place in front of the people. The resulting proposals will be noted by the Government and thoroughly reflected when formulating the budget and during other processes toward realization."
