Prime Minister Yoshihiko Noda assembled administrative vice-ministers of the Cabinet Office and ministries at the Prime Minister's Office and delivered an address.

The Prime Minister said, "The issues this administration must deal with for the foreseeable future are the responses to two crises. The first is the recovery and reconstruction from the Great East Japan Earthquake and bringing the nuclear power station accident to a conclusion. First, the administration must make every effort to bring the accident to a conclusion. This involves addressing numerous challenges, including the issue of decontamination and the issues of health management of pregnant women and children from the perspective of placing the interests and safety of children first. And, in the immediate future, the administration must devote time and attention to the formulation of the third supplementary budget based on the Basic Policy on Reconstruction and the Basic Act on Reconstruction.
The other crisis is the growing concern about our future prospects in the context of the world economy. For some time to come, I believe we will need to take all possible measures to cope with yen appreciation and deflation.
The revival of Japan cannot be achieved with the efforts of politicians alone. Indeed, this requires the support of everyone from the respective office and ministries with everybody giving their all. Let us put our minds together and pool our energies to work together for the good of Japan."
