Prime Minister Naoto Kan reshuffled the Cabinet, and the reshuffled Kan Cabinet was inaugurated.

At a Cabinet meeting in the morning, the letters of resignation by the Cabinet members were collected, and the list of the new Cabinet members was announced in the afternoon by Mr. Yoshito Sengoku, who retained his post of Chief Cabinet Secretary. Later, the attestation ceremony of the new Cabinet members was held at the Imperial Palace, which marked the official inauguration of the Reshuffled Kan Cabinet.

Returning to the Prime Minister's Office, the Prime Minister then held the first Cabinet meeting, and decided on the Basic Principles of the Reshuffled Kan Cabinet, following which he attended a commemorative photograph session.

In the evening, the Prime Minister said in his press conference, "Just about one year ago, the first administration of [Prime Minister Yukio] Hatoyama was born through a change of government. Now today, one year later, my reshuffled Cabinet is getting its start. After giving thought to this past year and to the future, I feel that this has been a year of repeated trial and error in many senses, and of trial-and-error Cabinets. And from now on, I intend to build on that trial and error to put individual, specific matters into practice, with the aim of making this Cabinet one that the people will call true to its word. I feel that I would like to make this true-to-its-word Cabinet a reality."
