Prime Minister Yukio Hatoyama held the second meeting of the Headquarters for Emergency Employment Measures at the Prime Minister's Office.

The Emergency Employment Measures, which at the previous meeting Prime Minister Hatoyama instructed to be compiled in line with the two pillars of the Emergency Assistance Measures and the Emergency Job Creation Programs, were decided at the meeting.

The goals that the government aims to achieve in implementing the Emergency Assistance Measures are: (i) to ensure that the poor and those in need who are searching for jobs can lead their lives with peace of mind without having to rely on "dispatched workers' villages" again during the year end and New Year period; (ii) to assist the job-searching activities of those who will graduate from school from next spring onward for them not to be the second "lost generation;" and (iii) to assist employment retention efforts by companies, and assist small- and medium-sized enterprises. The concrete action plans were also decided accordingly for each goal.

Furthermore, concrete programs were decided for each of the efforts under the Emergency Job Creation Programs, in order to (i) promote programs in the three prioritized areas (job creation in the area of nursing care; green job creation in the areas of agriculture and forestry, the environment and energy, and tourism; and job creation in local communities) and (ii) utilize existing measures and budget for job creation.

It was also decided that a Strategic Dialogue for Employment (tentative) and a Strategic Council for Employment in the Regions (tentative) would be inaugurated with an aim to promote the abovementioned measures, confirming that information provision and PR activities would be thoroughly conducted for the public.

By implementing these measures, the Headquarters for Emergency Employment Measures will aim to create jobs for approximately 100,000 people by the end of fiscal 2009, as an additional effect of immediate measures to support employment and create jobs, with an emphasis placed on efforts to ensure peace of mind for as many as possible of those people with employment concerns.
