Prime Minister Taro Aso attended the plenary session of the House of Representatives, during which the supplementary budget of fiscal 2009 was enacted.

The budget proposal, which passed the House of Representatives during its plenary session on May 13, was rejected by the House of Councillors during its plenary session in the afternoon of May 29, prior to the plenary session of the House of Representatives. Due to the differing decisions between the House of Representatives and the House of Councillors, a joint committee of both Houses was convened. However, no agreement was reached at the joint committee. The second paragraph of Article 60 of the Constitution stipulates that the decision of the House of Representatives takes precedence. Accordingly, the Speaker of the House of Representatives declared that the decision of the House of Representatives shall be the decision of the Diet, thereby enacting the supplementary budget of fiscal 2009.
