On August 27, 2021, the Prime Minister held the second meeting of the Headquarters for the World Expo at the Prime Minister’s Office.

At the meeting, the participants engaged in discussions on the embodiment of the basic policy including infrastructure development plans; draft infrastructure development plans related to the international exposition to be held in Japan in 2025 (Expo 2025 Osaka, Kansai, Japan); the draft partial revision of the decision on the holding of the liaison meeting of relevant ministries and agencies on the Expo 2025 Osaka, Kansai, Japan; the draft decision on the use of the name of Headquarters for the World Expo including sponsorship; the draft regulations on the use of the name of Headquarters for the World Expo including sponsorship; and the draft regulations on awarding certificates, etc. by the Chairman, etc. of the Headquarters for the World Expo.

Following the discussion, the Prime Minister said,
 
 “Today we discussed concrete measures for the time being toward the Expo 2025 Osaka, Kansai, Japan.
 
The theme of the Expo 2025 is ‘Designing Future Society for Our Lives.’ Together with countries around the world, we will disseminate new ways of life and lifestyles toward the post COVID-19 era as well as an image of a future society that gives children dreams and hopes from Osaka, Kansai to the whole world.
 
In order to flesh out the basic policy of the Expo, we have decided infrastructure development plans today. We will make efforts to realize the plans, including the allocation of a necessary budget, so that the infrastructure will serve as the foundation of growth in the entire Osaka, Kansai region. With regard to the invitation of participation to countries around the world, I also make direct requests to dignitaries of each country on occasions such as the G7. To secure the participation of 150 countries and 25 international organizations, the Government will work as one in actively inviting participants so that as many counties as possible will confirm their participations at an early time.
 
In addition, the public and private sectors will be united as one in devising programs that are appropriate for ‘People’s Living Lab’ from the perspectives of net zero emissions, digital, mobility, among others. The key is the engagement of private companies with ingenuity. We will compile an action plan on necessary regulatory reforms and support measures to this end within this year.
 
As for priority initiatives going forward, I ask Minister Motegi regarding the invitation of participation to each country and Minister Kajiyama regarding the engagement of companies to respectively collaborate with Minister Inoue to tackle these matters properly.”
