[Provisional Translation]
On October 30, 2020, the Prime Minister held the 42nd meeting of the Global Warming Prevention Headquarters at the Prime Minister’s Office.
At the meeting, the participants engaged in a discussion on the initiatives towards achieving carbon neutrality by 2050.
Following the discussion, the Prime Minister said,
“Japan is taking on the challenge of achieving carbon neutrality by 2050 as part of its new Growth Strategy. We will leverage our efforts in this regard into the development of industrial structure, the economy and society, creating a virtuous cycle between the economy and the environment.
I ask Minister Kajiyama to take on difficult challenges to advance transformation in the field of energy and other industries, which have the potential to acquire market share globally, as a key person in formulating Japan’s Growth Strategy.
I ask Minister Koizumi to work on the transition of our economy and society to one that creates demand for carbon neutrality, such as through the new creation of communities and transformation of people’s lifestyles, and public relations overseas.
I ask every Cabinet member to conduct reviews on emission reduction measures in areas of your responsibility as well as the development and installation of decarbonization technologies, the promotion of green finance, and the reform of relevant regulations. I also ask you to actively engage in diplomacy so as to take the lead in the world.
I also ask you to accelerate reviews on the Plan for Global Warming Countermeasures, the Strategic Energy Plan, and the Long-Term Strategy under the Paris Agreement, by advancing discussions on these issues at the Committee on the Growth Strategy and a new forum of deliberation between the national and local governments.
I instruct every Cabinet member to work and discuss in unison.”
