On August 12, 2020, the Prime Minister spoke to the press at the Prime Minister’s Office.

Regarding the grounds for the appeal against the Hiroshima District Court ruling, the Prime Minister said,

“We have held consultations with Hiroshima Prefecture and Hiroshima City regarding the contents of the Hiroshima District Court ruling. Due to the fact that this is different from similar Supreme Court rulings made to date, among other reasons, we have today decided to seek an appeal of the ruling. Meanwhile, taking into consideration the requests of Hiroshima Prefecture and Hiroshima City, the Ministry of Health, Labour and Welfare will conduct a review with a view to expanding the areas designated as affected by ‘black rain.’ We will continue to firmly work on support measures for those who have suffered hardships beyond description due to an atomic bombing.”

In addition, the Prime Minister said,

“The atomic bomb survivors have truly suffered hardships beyond description amidst extremely severe circumstances. We will continue to steadily work on support measures. Regarding the recent ruling, as I have explained earlier, we have decided to seek an appeal of the ruling.”

“On this occasion, as I have explained earlier, along with this decision, we will conduct a review with a view to expanding the areas designated as affected by ‘black rain,’ taking into consideration the requests of Hiroshima Prefecture, Hiroshima City, and atomic bomb survivors.”
