On March 18, 2020, the Prime Minister held the 43rd meeting of the Council on National Strategic Special Zones at the Prime Minister’s Office.
 
At the meeting, discussions were held on the certification of special zone plans, changes to the guidelines for the utilization of foreign domestic workers, additional items related to regulatory reforms, and the Bill for the Partial Amendment of the National Strategic Special Zones Act
 
Based on the discussions, the Prime Minister said,
 
“Today, after an extensive period of discussions, the regulatory guidelines for accepting foreign beauticians, which was also discussed at the previous meeting, have been adopted. Towards the strengthening of our efforts related to Cool Japan, I ask you to continue your considerations with relevant stakeholders so as to establish a good system.
 
Amidst the growing importance of responding to the novel coronavirus (COVID-19), making remote options available in every field of society has become an extremely important issue. Today, Mr. HIROSE Sakae, Mayor of Yabu City, proposed making influenza consultations completely online, including first medical examinations. I ask the relevant ministries and agencies to swiftly proceed with a consideration of this proposal, alongside the one on special exemptions related to agricultural land acquirements by companies.
 
The national strategic zone system is making a breakthrough in the reforms of bedrock regulations. As reported today, the Bill for the Amendment of the National Strategic Special Zones Law, which includes the Super City Initiative, was approved by a Cabinet decision last month. With the goal of swiftly enacting the bill, I ask Minister Kitamura and the relevant Ministers to collaborate closely and work steadily to swiftly deliver results.”
