On June 19, 2019, Prime Minister Shinzo Abe held the 45th meeting of the Council for Science, Technology and Innovation at the Prime Minister’s Office.
 
At the meeting, a discussion was held on the planning of the Integrated Innovation Strategy 2019, the utilization of genome editing technology for human fertilization and embryos, and other matters.
 
Based on the discussion, the Prime Minister said,
 
“Today, we have finalized the Integrated Innovation Strategy 2019. In order to implement research outcomes produced by universities and national research and development agencies and advanced technologies developed in the private sector, the role of startups is extremely important. I would like to ask you to implement policies which are concrete and address the issues attentively, so that cities, universities, and industries can work together to create an environment in which anyone can start a business and establish a so-called virtuous cycle in which the outcomes produced lead to the development of successive startups.
 
In the area of cutting-edge technologies, such as quantum technology and AI, an intense research and development race is taking place around the world. To win this race, it is important to create a space that attracts world-leading human resources and investment from Japan and overseas. I ask you to exert efforts to form a globally renowned research and development center in the area of advanced technologies.
Focusing on these points, I ask that the relevant ministers work together as one and swiftly and steadily implement bold policies that are not constrained by conventional thinking based on the strategy we have compiled today.”
