[Provisional Translation]

On June 11, 2019, Prime Minister Shinzo Abe held the 40th meeting of the Global Warming Prevention Headquarters at the Prime Minister’s Office.

At the meeting, a discussion was held on the draft Long-Term Strategy under the Paris Agreement as A Growth Strategy.

Based on the discussion, the Prime Minister said,

“Today, we compiled the Long-Term Strategy under the Paris Agreement as A Growth Strategy.

Responding to climate change is no longer a cost for the economy, but a growth strategy for the future. By firmly creating a virtuous cycle between the environment and growth, Japan will take the lead in making a paradigm shift in global environmental policy.

The most important key to achieving the ultimate goal of a carbon-free society is innovation. It is vital to bring together wisdom from around the world and invite disruptive innovation, such as the practical application of artificial photosynthesis, which enables us to utilize carbon dioxide as a resource. Japan will formulate an innovative environmental innovation strategy by the end of this year that will set out a specific target and roadmap, such as reducing the cost of producing hydrogen to one-tenth of the current level.

Furthermore, we will hold a Green Innovation Summit in Japan this autumn, which will bring together top-tier researchers from around the world as well as representatives from the industrial and financial communities, and take the lead in driving global initiatives.

I ask the relevant ministers to exert every effort towards the realization of the Long-Term Strategy that we have compiled today.”
