On June 7, 2019, Prime Minister Shinzo Abe jointly held the 76th meeting of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (IT Strategic Headquarters), and the 7th meeting of the Strategic Council for the Promotion of the Use of Public Data by the Private Sector, at the Prime Minister's Office.
 
During the meeting, an exchange of views took place on the New IT Policy Principles in the Digital Era.
 
Based on the exchange of views, the Prime Minister said,
 
“From this meeting, Mr. Takahashi, Mr. Nishikawa, and Mr. Aihara are joining us as experts in this field. I am looking forward to working with you.
 
One of the major themes of the G20 Summit in Osaka later this month, which Japan is hosting for the first time, is our responses to the digital economy.
 
Based on the concept of ‘Data Free Flow with Trust,’ we intend to launch the ‘Osaka Track’ towards the creation of new rules on the flow of data, with Japan exercising its leadership and working closely with participating countries.
 
The premise of such an initiative is that we ensure the security and safety of data in our country. I ask the relevant ministers to advance the necessary measures, including the amendment of the Act on the Protection of Personal Information, and the strengthening of data security among the Government and critical industries.
 
As the waves of digitalization in the global economy are accelerating, today, we have approved the New IT Policy Principles in the Digital Era, which are the first of their kind. These Principles are the guideposts for Japan to survive the fierce global competition at this historic turning point.
 
I ask the relevant ministers to work on the implementation of policy measures, including the diffusion of My Number Cards and the integration of the IT procurement budget, immediately, based on these Policy Principles. I also ask you to exert efforts together to implement other policy measures, which are included in these Principles, so as to advance digitization through an ‘all Japan’ effort, including the national and local governments as well as the private sector.”
