Headquarters for the Promotion of Designated Zones for Integrated Resorts

Prime Minister Shinzo Abe held the first meeting of the Headquarters for the Promotion of Designated Zones for Integrated Resorts at the Prime Minister’s Office.


At the meeting, discussion took place on the way forward and the organizational setup for the promotion of integrated resorts (IRs).


Based on the discussion, the Prime Minister said,


“From today we will start considering the design of the IR scheme.


By operating in a unified manner entertainment facilities that can be enjoyed by the whole family, as well as international conference venues and exhibition halls and so on, and by introducing contents that harness Japan’s traditions, culture, and arts, we must develop Japanese-style IRs into facilities that have high international competitiveness, offering leisure and recreation services all in one place.


Further, it is important that large-scale private-sector investments are made, as Singapore has done, to bring about major economic benefits and the creation of jobs.


In conjunction we would also like to bring about nationwide economic benefits by enabling travelers who go to the IRs to visit other areas throughout Japan as well.


Moreover, it is essential to channel casino profits into wide-ranging public welfare purposes and thus gain the broad understanding of the people, introduce casino regulations of the world’s highest level to realize ‘clean’ casinos and develop a system to administer them precisely, as well as take all possible measures to dispel various concerns in regard to IRs, such as gambling dependency, money laundering, and possible influence on young people.


Through these measures, I would like to create attractive Japanese-style IRs, including ‘clean’ casinos.


Taking into consideration the supplementary resolutions of the cabinet committees of the House of Representatives and the House of Councillors, and while gaining the understanding of the people, I would like the relevant ministers, under the leadership of Minister Ishii, to cooperate to consider these aspects. Thank you.”
