December 22, 2015
[Provisional Translation]
Prime Minister Shinzo Abe attended the fifth meeting of the Ministerial Council for the Further Consideration of the New National Stadium Construction Plan at the Prime Minister’s Office.
During the meeting, discussion took place on the advancement of the New National Stadium construction plan.
Based on the discussion, the Prime Minister said,
“In regard to the New National Stadium, since the previous plan was cancelled in July of this year, the new construction process has been steadily advancing, centering on this Council.
Regarding businesses that conduct design and construction work, there were applications from two businesses. Today, I received a report from the Japan Sport Council that the result of the rigorous examination was the selection of the business that presented Plan A, and the Ministerial Council checked that the selection had been made appropriately.
I believe this is a wonderful plan that reflects the basic philosophy determined in the new construction plan and fulfills our requirements such as those in regard to construction time and cost.
We will incorporate in the New National Stadium a barrier-free design that is the best in the world and a uniquely Japanese style, so that the main stadium will inspire people around the world and be a legacy that future generations can be proud of.
To that end, I request you to continue to exert your best efforts.
In addition, in regard to the financial burden, today a final decision was made on a plan that includes the cooperation of the Tokyo Metropolitan Government.
I request Minister of Education, Culture, Sports, Science and Technology Hase to quickly advance consideration of the development of relevant legislation in order to implement this plan.
I sincerely thank all the relevant parties, including Minister Endo, for all of their unstinting efforts thus far. I would like this Council to continue to inspect the state of progress of the construction, and to clearly explain it to the people, with a high degree of transparency.
Also, I would like the national Government, the Tokyo Metropolitan Government, and the Tokyo Organising Committee of the Olympic and Paralympic Games to continue to work together to lead the Tokyo Olympic and Paralympic Games to success. Thank you.”
