Global Warming Prevention Headquarters

Prime Minister Shinzo Abe held the 32nd meeting of the Global Warming Prevention Headquarters at the Prime Minister’s Office.
During the meeting, discussion took place on the results of COP21 and Japan’s policy for global warming prevention measures based on the Paris Agreement.
Based on the discussion, the Prime Minister said,
“At COP21, the Paris Agreement was adopted with all countries participating.
The world has made a new start on global warming prevention measures, aiming to achieve a balance between the emission and absorption of global warming gases by the latter half of this century.
Japan will lead international society, achieving both economic growth and global warming prevention measures by adhering to the following three principles.
The first principle is innovation, particularly pursuing solutions through innovative technology. The second principle is promoting domestic investment and raising our international competitiveness. The third principle is to broadly seek the wisdom of our citizens.
I would like to request the relevant Ministers to undertake the following. First, specify promising fundamental technologies, and compile their impacts, practical applications, and the development issues to be addressed for their diffusion. Second, consider a policy to encourage emerging economies that do not bear the same obligations as developed countries in regard to the Paris Agreement, but nevertheless have the ability, to conduct initiatives along the same lines as those of developed countries. And third, solicit ideas toward the thorough reduction of emissions, and develop a national movement throughout all of Japan so that successful examples can be shared. The promotion should include all the Ministries working together as one, with the Minister of the Environment taking the lead.
By taking these steps, we will formulate a global warming prevention measures plan by next spring, and clarify the path to follow to achieve our goal of a 26% reduction in emissions. In addition, we will establish a Government action plan, and specify the contents of the measures the Government should take the initiative on.
Global warming prevention measures are a top priority for the Cabinet. We will exert our best efforts to address them.”
