Prime Minister Shinzo Abe held the 21st meeting in 2015 of the Council on Economic and Fiscal Policy at the Prime Minister's Office.
At the meeting, there was discussion on “the creation of best practices and their expansion across the country (health promotion and preventive care services/public services innovation)” and the “Economic and Fiscal Revitalization Action Program (draft).”
Based on the discussion, the Prime Minister said in his address,
“Thoroughness in making expenses and the impacts of policies visible on a municipal or individual insurance holder basis through comparisons and analysis will be extremely important in order to achieve both economic revitalization and fiscal soundness.”
Through these efforts, we will spread ‘wise spending,’ which prioritizes highly effective policies, across the country.
To that end, I want the relevant ministers to cooperate and compile a work schedule for reforms and key performance indicators (KPIs) within the year, and then have them reflected in the FY2016 budget. Furthermore, I want this Council to advance progress management for expenditure reform.
In order to create a strong economy toward the creation of a society in which all one hundred million-plus citizens are each dynamically engaged, we should thoroughly realize and implement the Plan for Economic and Fiscal Revitalization.
The direction for the reforms that we should strive to achieve has become clear in the fields of health promotion and preventive care services and public service innovation. I want you to promote the spread of advanced best practices across the country with a sense of urgency.
Minister Shiozaki and Minister Amari have worked hard to compile measures to promote employment among part-time workers. Through these measures, I expect that businesses will increase the work hours and wages of part-time workers, and that their take home pay will increase. I request that Minister Shiozaki work thoroughly to spread information about the system for businesses and part-time workers so that participation in the workforce by such workers can be promoted even further.”
