[Provisional Translation]
Prime Minister Shinzo Abe attended the second meeting in FY2015 of the Forum for Consultations between the National and Regional Governments at the Prime Minister’s Office.
During the meeting, discussion took place on the budget request for FY2016, regional vitalization, and advancing decentralization reform.
The Prime Minister said in his opening address,
“This is the first Forum for Consultations between the National and Regional Governments since the recent Cabinet reshuffle. I would like to continue to utilize this Forum to work on important policy issues concerning the regions, while closely listening to the voices of the people of the regions.
Abenomics is moving to the second stage. Representing goals of hope, dreams, and peace of mind, the three new arrows will be launched and we will work to realize a society in which all one hundred million-plus citizens are each dynamically engaged. To make this a reality, it is essential to fully utilize the power of the regions, which boast beautiful nature, rich traditions and culture, and outstanding human resources and wisdom, and for the national and regional governments to work together.
In order to fully support enthusiastic and creative regional initiatives, the Government will provide strong support for the implementation of the regional versions of the comprehensive strategy, and further advance regional vitalization. We will spread the benefits of Abenomics so that they are fully felt throughout the country, and create a society that enables the dynamic engagement of all citizens and allows each and every person to experience an abundant life.
In regard to decentralization reform, we continue to receive many views directly from local communities. Based on a stance of closely listening to the opinions of the regions, we will strongly and steadily advance reforms.
Today I would like to hear the frank views from the regions, and intend to utilize these views in policy-making. Thank you very much.”
