On January 28, 2015 at the Prime Minister’s Office, Prime Minister Abe convened a meeting of the Ministerial Council on the Warning of Japanese Nationals' Murder in Syria.
The Prime Minister made the following remarks in his opening statement there.
“Last night, an audio message appearing to have been recorded by Mr. Kenji Goto and a picture appearing to be Mr. Goto holding a photo of a Jordanian pilot were released on Twitter.
This kind of despicable act causes me nothing but strong indignation.  Thus I express resolute condemnation.
Within this extremely severe context, the Government of Japan is requesting cooperation from the Government of Jordan to bring about the early release of Mr. Goto.  This policy will remain unchanged going forward.
I ask all of you, the ministers responsible for areas relevant to this matter, to continue to cooperate in dedicating your utmost efforts to securing the release of Mr. Goto, staying constantly vigilant.
Moreover, I ask you to strengthen cooperation with relevant countries and take all possible measures to ensure the safety of Japanese nationals both domestically and abroad.”
