National Resilience Promotion Headquarters

Prime Minister Shinzo Abe held the third meeting of the National Resilience Promotion Headquarters at the Prime Minister’s Office.
During the meeting, the Basic Plan for National Resilience and National Resilience Action Plan 2014 were compiled.
Based on the discussion in the Headquarters, the Prime Minister said in his address,
“Upon the inauguration of the Cabinet, the Government established a ministerial position in charge of national resilience for the first time, and has been advancing extensive discussions.
Today, the Basic Plan for National Resilience and National Resilience Action Plan 2014 were compiled. We have finally reached the stage of promoting total national resilience.
I request that the relevant ministers strongly promote both hard and soft national resilience measures based on these plans.
In particular, based on target values for the ‘Priority Achievement Index’ newly set out in the Action Plan, I would like you to promote efficient and effective measures, while conducting thorough progress management and making use of the PDCA cycle each fiscal year.
Moreover, it is extremely important that we further flesh out national resilience initiatives while collaborating with local governments, private-sector businesses, and others.
I request that you continue to promote the establishment of regional plans by local governments, and encourage active efforts among private-sector businesses and others.”
