Meeting of the Government and Ruling Parties on the FY2014 Budget

Prime Minister Shinzo Abe attended the Meeting of the Government and Ruling Parties on the FY2014 Budget at the Prime Minister's Office.
During the meeting, there were discussions on the FY2014 Budget.
Based on the discussion, the Prime Minister said in his address,
"The FY2014 budget is our first fully developed budget since returning to power for which we were engaged in everything from the budget request phase to formulation. I believe that the formulation work must have been difficult to carry out in such a short time, continuing on from previous economic measures and the FY2013 supplementary budget. I want to again thank everyone in the ruling parties for their excellent assistance. We will achieve the two goals of economic revitalization and fiscal soundness at the same time. I believe there is no other way. In order to aim for those goals, the budget this time includes an investment for the future to strengthen Japan's competitiveness, and it prioritizes safety and peace of mind in our lives. At the same time, it reduces the issuance of national bonds for the first time since the first Abe Administration, by 1.6 trillion yen. A 1.4 trillion yen reduction has been made in the budget for this fiscal year, bringing the total reduction to 3 trillion yen. This is a 3 trillion yen reduction compared to even the Hatoyama, Kan, and Noda administrations.
In addition, we have exceeded the goal set for improving the primary balance by 4 trillion yen on each fiscal year. In this budget, again for the first time since the first Abe Administration, we have achieved an improvement of 5.2 trillion yen. I have received cooperation from each of you to this end to undertake exhaustive work on the elimination of waste. At the same time, through the three arrows policies that we have been advancing, we have achieved tax revenues of 50 trillion yen. This is also a first since the first Abe Administration. It is the third time that this level of revenue has been achieved since 1998. I believe that we must work thoroughly so that these trends do not dissipate.
I want to have everyone throughout the country experience the current economic recovery firsthand and connect that to strong economic growth by passing this budget together with the FY2013 supplementary budget as soon as possible, and by executing the budgets at an early date in the ordinary session of the Diet next year. I request the continuing assistance of everyone in the ruling parties."
