Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society

Prime Minister Shinzo Abe held the fourth meeting of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society in 2013 (63rd in total) at the Prime Minister's Office.
During the meeting, discussion took place on the "institutional review policy concerning personal data," "intense action plan for regulatory and institutional reform aimed at expanding the scope of IT usage," "policy for fostering creative IT human resources," and "the convening of the Strategic Council for Promoting the Use of IT Communications."
The Prime Minister said in his opening address,
"Today is the fourth IT Strategic Headquarters meeting under the second Abe Cabinet.
The IT strategy constitutes an important pillar of the growth strategy.
Based on the recognition that Japan must not fall behind the world in the IT sector, the Declaration on the Creation of the World's Most Advanced IT Nation was decided by the Cabinet in June of this year, aimed at becoming a world-leading IT society. It is important that we make steady progress with the implementation of the Declaration.
Today, I would like to have a discussion on creating new rules for promoting the use of 'personal data.' It is imperative that the active use of data is promoted while making considerations for the protection of privacy. The Government will proactively engage in the rule-making process.
In addition, I would like to ask that the Headquarters also discuss 'human resources development' and 'reforms to regulations and institutions that interfere with IT usage.'
Furthermore, I would like to establish a new council to examine measures for stimulating communications through IT. I would like to ask that wide-ranging discussions be held to ensure that the people will be able to enjoy the great benefits of IT.
Although time is limited today, I look forward to active discussions from the distinguished expert members of the Headquarters."
