Global Warming Prevention Headquarters
Friday, November 15, 2013
Prime Minister Shinzo Abe held the 27th meeting of the Global Warming Prevention Headquarters at the Prime Minister's Office.
Based on the discussion, the Prime Minister said,
"During the first Abe administration, I proposed the reduction of global greenhouse gas (GHG) emissions by 50 percent by 2050 under an initiative known as 'Cool Earth 50.' Now that I have retaken the reins of government, the Government has a responsibility to pave the way towards the realization of this target, overcoming the Great East Japan Earthquake and the nuclear power station accident at the same time.
Pursuant to my instructions, Minister Kishida, Minister Motegi, and Minister Ishihara have compiled the 'Actions for Cool Earth (ACE): Proactive Diplomatic Strategy for Countering Global Warming' for taking concrete actions under the three pillars of 'technological innovation,' 'overseas application of technologies,' and 'support for developing countries.' I am convinced that based on this strategy, and with the concerted efforts of the public and private sectors, Japan can make significant contributions to the international measures for countering global warming.
As Japan continues to explore its optimal energy mix, the new reduction target is no more than a preliminary target. However, this figure was carefully compiled based on rigorous reviews conducted by Minister Ishihara, with a view to ensuring that Japan make maximum contributions to tackling global warming. I would like to express my appreciation to Minister Ishihara for his efforts.
I would like to ask relevant ministries and agencies for their cooperation in the steady implementation of the measures towards the realization of this target.
I ask that Minister Ishihara attend the 19th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 19) in Poland, bringing with him what was reported today, including the Proactive Diplomatic Strategy for Countering Global Warming, and to proactively communicate Japan's stance to contribute to the international measures for countering global warming."
