Prime Minister Shinzo Abe held the fourth meeting of the Headquarters on Creating Dynamism through Agriculture, Forestry and Fishery Industries and Local Communities at the Prime Minister's Office.

During the meeting, reports were presented on issues under consideration and on schedule for future agendas, followed by a question-and-answer-based discussion session.

At the opening of the meeting, Prime Minister Abe gave the following instructions.

"The Abe Cabinet is determined to make an all-out effort to turn the agriculture, forestry and fishery industries into attractive industries for young people and, simultaneously, protect Japan's rural areas and furusatos.
Therefore, I would like to once again offer my instructions to the Cabinet to work as one to actively review measures under the leadership of the Chief Cabinet Secretary and the Minister of Agriculture, Forestry and Fisheries.
I ask that the review be carried out based on past discussions at this Headquarters and the Industrial Competitiveness Council, among others, to create 'strong agriculture, forestry and fishery industries' and 'beautiful and vibrant rural areas' which young people can have hope in, and to produce results that can be experienced by all the Japanese people.
In doing so, I request that considerations be made based on the following three points in particular.

1. To aim to double the incomes of the agricultural industry and agricultural areas in a decade by fully drawing forth the potential of rural areas, thereby contributing to the growth of Japan as a whole, and passing down the beautiful and traditional rural areas to future generations.

2. To value the standpoint of consumers and build an environment in which those in the agriculture, forestry and fishery industries can work with a business management mindset to reduce production costs and increase profit.

3. As a way to support those who take up challenges, to fully review the existing measures such as regulations and subsidies and fundamentally restructure policies into those designed to promote the independence of the agricultural industry.

I would like to ask that the members of the Headquarters review measures while keeping in mind these three points to create 'strong agriculture, forestry and fishery industries.'"
